A Security Expert Colonel Festus Aboagye (Retired) believes that peace agreements ahead of major elections in Ghana have not been enough to tackle the issue of violence in the electoral process.
To him, Ghana must embrace a comprehensive, multi-faceted strategy that addresses the root causes of electoral conflict and violence and strengthens the foundations of its flawed democracy.
He was commenting on the concerns raised by the National Chairman of the National Democratic Congress (NDC), Johnson Asiedu Nketia, against signing a peace pact ahead of the 2024 elections.
Mr Nketia had enumerated some conditions that need to be fulfilled before the party will consider signing the Peace Pact being championed by the National Peace Council.
Mr Nketia had said earlier that the party will not be part of any Peace Pact relating to the forthcoming national elections.
He contended that previous Peace Pacts that they were party to, did not yield the desired results.
Mr Nketia cited instances including the alleged killing of 8 members of the party by national security operatives in the 2020 elections, for which no one has been held accountable.
Speaking during a meeting with members of the National Peace Council at the party’s headquarters on August 20, Mr Nketia outlined the conditions as follows:
“Let us see the full implementation of the investigations of the incident that occurred at Ayawaso West Wuogon Constituency during the by election; We want to see initiation of prosecution in all the violence during the last election; We want to see prosecution for the printing of ballot papers. We have not heard anything on it. We want to see action otherwise they will do it again; The case of missing IT Equipment from the warehouse of the EC must be looked into. We believe they are not missing. Where are the equipment when the suspects were caught? Our confidence in the EC has been shaken. You need to put our hearts at rest that nothing untoward is happening with our IT systems. Look into it. Appointments to the EC too. We raised issues with that. We produced evidence that they were full of NPP people. They are still at the EC; We want the President to state openly that he will respect the outcome of the 2024 elections; We want to see the Inspector General of Police (IGP), Chief Justice (CJ), Attorney-General (A-G) and National Security Coordinator sign the peace pact before we see and sign that document,” Mr Nketia requested.
Sharing his view on this matter in a statement, Col Festu Aboagye (Rtd) said “While well-intentioned, Ghana’s electoral Peace Pact has proven to be an insufficient bulwark against the tides of political violence and electoral malpractice. Its voluntary nature, deep-rooted societal issues and weak enforcement mechanisms have rendered it more symbolic than substantive. The persistence of violence in recent elections starkly illustrates the limitations of this approach.

For instance, the 2020 electoral process, from voter registration to the general elections, saw violent incidents resulting in eight unprecedented deaths despite the pact’s existence.
Nevertheless, Ghana’s electoral peace pact, initiated in 1996, has been consistently signed by the major political parties, the NDC and the NPP, despite periodic resentments. However, it’s important to remember that this consistency among major parties masks the concerns of smaller political entities. In the Techiman South constituency, military personnel opened fire on protestors at a collation centre, resulting in the deaths of two individuals. To date, the eight deaths and other infractions have not been thoroughly investigated, and the culprits are held accountable. These incidents highlight the Pact’s inability to prevent state-sanctioned violence and the lack of accountability mechanisms.
Ghana’s idea likely inspired Kenya’s initiative in the aftermath of its 2007 elections and the post-election crisis of January 2008, which pitted Raila Odinga’s opposition Orange Democratic Movement (ODM) against Mwai Kibaki’s Party of National Unity (PNU), with pronounced ethnic undertones. This saw up to 2,000 people killed and as many as 300,000 displaced from their homes. A similar initiative inspired the idea in West Africa, particularly Nigeria’s 2015 “Abuja Peace Accord” under the watch of Mr Kofi Annan and Chief Emeka Anyaoku, signed by the two leading presidential candidates, President Goodluck Jonathan of Peoples Democratic Party (PDP) and General Muhammadu Buhari of All Progressive Congress (APC), and twelve candidates of other political parties.
